When I'm creating new image ad, tabs (http://drupal.org/project/ad) are displayed corectly. But in edit page there are no any tabs and also some of fieldsets disappear. And it is in both versions rc1 and dev.

Problem appears only in transleted pages. From somewhere to javascript function Drupal.t instead of string to str is passed array.

It's not a vertical tabs problem then. It's probably a core issue with Drupal.t().

A work-around can be to disable vertical tabs for the ad node form as explained on http://drupal.org/documentation/modules/vertical-tabs
