If admin/settings/disknode doesn't have "Act as node" checked, the disknode permissions set doesn't show up on the admin/access page.
If the disknode permissions set doesn't show up in order to be checked, you can't give the permissions to anyone to be able to see the disknode "files" section on a node even if it's been added to another content type (i.e. something else checked).
This doesn't affect user 1 because they automatically have all permissions, but no other user can create disknode content.
This has only been tested in relation to cck content types, but based on the code it appears it would behave the same for any content type.
