Install Drupal locally is really not that difficult. On windows system is a bit more easy then on Linux based systems.
But no worry here you will always find documentation to help you clear and members that will help you out of troublle.

I have installed it locally many times.
My question is that my host runs a linux server with some libraries and I'm not sure I can replicate the similar libraries locally.
If I build the complete website locally, will I have lots of trouble to move it to the host later?

Well, I think you do not have to worry about transferring later on your local Drupal site unless you use very special library or yourself develop one with custom characteristics.
I did have transfered many times Drupal sites in different Host system environments and noticed that all the most used libraries are well installed and configured so that I did
never have to discuss changes or configurations with ISP tech team. Rarely just for library locations (paths) sometimes not every think works fine from the beginning.
So be confident that you will smoothly transfer your Drupal, and just for underlying the best system environment for developing with Drupal is Debian based systems also because
is the most popular and used ones from the fantastic and successfully developers on our community.
