Can you say what sort of work will be required to migrate private_upload settings to D7?
Would it be something that could be accomplished with a SQL query? Or would files need to be moved, permissions changed, .htaccess changed, etc?

Jody LynnIt will not be ported to Drupal 7. Drupal 7 handles private and public files natively.

Many sites which use public files, would benefit from having private files method available for example based on roles/content types/sections, etc.
