gábor hojtsyYou are also maintainer to http://drupal.org/project/km and there is no existing l10n_server listed at http://drupal.org/project/l10n_server or one I could find with Google. So seems to be easy to go ahead and create the team.
The IANA catalogues "Central Khmer" as "km". Also, http://translate.sourceforge.net/wiki/l10n/pluralforms lists the plural form of Khmer as "nplurals=1; plural=0" which means you'll have one translation possibility for singular / plural strings combined. Is this all right?

gábor hojtsyNote the existing translations in CVS have broken plural forms, so therefore my looking up of the plural formula.

Please use the translation in above attachment. I checked them all, and noticed that no plural error.

gábor hojtsyAll right, I've created the team at http://localize.drupal.org/languages/km and made khem the initial owner / admin.
Please expect that there might be bumps in the service. You are among the beta-tester of this live instance. Thanks for helping out and please report issues as you find them! Your team members can now join and help import existing translations and work on more translations.
Anybody can sign up for being a member of the team and they will be able to submit suggestions right away. The initial admin can change permissions of people signing up, widening their capabilities. See http://localize.drupal.org/node/616 for explanation on how. It is highly suggested to grant both moderation permissions to those who you also designate admins.
