I have privileges to edit/delete/unpublish/publish any comment, ditto for any node.
And I can even grant/decline/revoke CVS access to new contributors and existing projects on d.o.
But I cannot block spammers on d.o, so every time people start to cry in IRC I can't help.
That feels a bit silly for me. I'd like to be able to at least help in situations where a user moderator is needed.

Do we have docs for "proper" user administration on d.o floating around somewhere? I.e. do we immediately kill spammers? (no we don't, only after killing all comments + reverting issue statuses)

ok, according to http://drupal.org/node/319783, it seems I'm "Site maintainer" already, but not "User admin". My advanced permissions to manage CVS access don't seem to be listed in that permissions matrix.
Re-titling accordingly.

avpaderno+1 for giving to sun the role of user maintainer. I think that if he would not be trusted enough (which is not the case), then he would not have gotten the rule of contributions CVS maintainer.

avpadernoI apologize for cross-posting.
The rule of site maintainer is separated from the rule of user administrator; when somebody offers to help with spam fighting, the first rule is the one assigned, and the second is assigned on explicit request. It is rather difficult to help with spam, if it is not possible to block the user who is spamming.
