Description doesn't show up on reader side

Using drupal 4.7.0, the description at page top and page bottom does not show up when entered in sitemenu admin/settings page.

Settings when it happens: two categories omitted, navigation and block title text both say, "Map", Link to vocabulary page when listing vocabulary is checked, Show number of nodes for each term is checked, but
Show Author and number of Comments (in mousover) is not. Number of nodes to show is 35. Closing description is empty.
