Since we don't have multiple test files and just a lone test file, it should be placed in the module's root folder. Plus, its a pain having to open a new directory just for one file. :)

Actually, core is moving away from having .test files in the module folder. Additionally, it's possible that we'll need a testing module for Pathauto at some point...

When that time comes, sure that's fine. But for now the standard says for a lone .test file it should go in root folder. http://drupal.org/node/325974
