If you want to be able to remove spam content, then you should offer to help with spam removal; your offer can be accepted, or not.

and where could i apply ?
if im accepted would i be able to just delete (or smth like flag) spam comments and users?

You can create a feature report here, titling it Offering to help with spam; if your offer will be accepted, then you will be granted the role of site maintainer that allows you to delete spam, but not block user accounts. The plan is to deploy Fasttogle on Drupal.org, which would allow site maintainers to block a user account without to have the permission to administer users.
