Without Token module, the PDF filename cannot be tokenized/enabled in the D7 dev version. I thought Token was in core now, whats up?

I got this error while trying to install the latest TCPDF and got the following error message:
Fatal error: Call to undefined function token_get_list() in ...sites/all/modules/print/print_pdf/print_pdf.admin.inc on line 223
