Explicit admin How-to fix: access denied for user Lock Tables cache WRITE database.mysql.inc

Access denied for user 'username'@'localhost.localdomain' to database 'databasename_tld_-_restofdbname' query: LOCK TABLES cache WRITE

I apologize for starting a different thread but I have full access to my server and the databases but I am not a mySQL expert. I recently upgraded several Drupal sites (upgrade script worked nicely) but the above error shows up as it has for others here. The username in the actual message is the admin for the specified DB on the server and I can create databases via phpadmin, etc. but I simply don't understand what needs to be done. I did find references to fixes but not one that I have been able to follow and get to work. I will consolidate the answer into this post to help others, but right now the other threads have so much about asking your provider that the fix for server admin with limited mySQL experience is a bit 'fragmented.'

It appeared that if I installed from scratch issue might not occur? Is that true?
