option to post comments in an unpublished state

I'm finding the need to make things moderated or published or not - perhaps for users in different roles. I'm thinking about a couple different ways to do this. I guess my current favorite is two new permissions that mirror the current Drupal core "post comments with mailcomment" and then "post comments without approval with mailcomment."

The names are a little long, maybe "e-mail comments" and "e-mail comments without approval" ?

What do you think of the idea in general.
