Description

Currently, a node is submitted with a mandatory taxonomy term. Then sections for the epublication are created from the same taxonomy. Then each section editor must add each node to the epublication, and choose an epublication section.

I'm not sure of the purpose of the third step. Each node already has a taxonomy term assigned from the same vocabulary. Why must we reassign it again?

If it's 100% mandatory to do so, then at least the current node taxonomy term should be displayed in the "add to headlines" dialog. Editors may not remember from memory which section that node belongs to.
