After update to beta12 I got this error (in error_log):

deleted install directory, logged out and then logged in, then it worked

When the /phpBB/install/ directory exists, that triggers phpBB to go into maintenance mode. Because you said that after deleting the /phpBB/install/ directory it started working again, that leads me to believe it has something to do with #1051548: Forum offline - Drupal doesn't work!. I'm marking this issue as closed since you found a fix for your original problem.
