I had to do some hunting to figure out how to turn this thing on. First looked for /admin/settings/parallel, then checked README.txt, then tried /admin/by-module, then opened parallel.module to see what it was doing.

I think README.txt just needs an additional step to configure parallel downloads at admin/build/modules

This patch adds the third step in installation. It also adds a bit more documentation to clear up the general confusion about how these things work. Hopefully it should clean up your issue queue a bit.
