add drush civicrm to drush?

Issue Summary

There has been some work on adding drush support to CiviCRM. It would be nice to have this code independently from the CiviCRM tree. One option would be setting up a new project, another would be to add the drush civicrm stuff directly to drush. I'd like to know what experienced drush folk think about this.

(CiviCRM is AGPL, so there's also a licensing issue to be resolved before code can flow freely, but I expect this can be worked out.)
