In the next version of ctools, there is an API change that will require us to add use_hooks => TRUE. See here

Ctools 1.4 is released and requires this parameter now. I upgraded Ctools yesterday and Datasync broke (crashes when starting datasync_run.php because the jobs aren't loaded).

This patch indeed fixes the problem.

Can it be merged?
