The shop I'm on has different payment methos, but one of them should be available for only one country. I configured the condition checking for the delivery country. When I'm at the checkout I select one of the other countries. At that time the name of the payment method gots removed but I still have the radio button and I'm able to select it for the review page...

Which payment methods are you using here? Are you using any other modules that affect the checkout? The code removes all the radio buttons and replaces them whenever the country is changed, so I am not sure why it is only removing the name and not the button in your case.

at the checkout I have paypal, 2 of the payment pack methods, lead, and cupon code. I have dissabled them to check if it is working if others are dissabled but it doesn't

ok, at the end I got it.. Its the payment fees module. All payments having a fee are affected.
