I know it's getting long in the tooth but please find attached a drupal 5 version that at least allows you to export using the variable_set method, no other methods have been tested.
The rest of this is for those searching on google for something similar
strongarm for drupal 5, ctools for drupal 5, variable export for drupal 5.
