Is not a duplicate. This issue was filled because when a user asks for CVS account because he wants to co-maintain a project d.o tell him to point to a ticket where the project owner accepts him as co-maintainer. See http://drupal.org/cvs-application/requirements

If you are applying for a CVS account to become co-maintainer, then you should apply for a CVS account once the current maintainer accepts you as co-maintainer, and publicly wrote that in an issue comment. Remember to report the link to the support report you opened to offer to become co-maintainer in the motivation message for your CVS application. If you have been asked to become co-maintainer, the current maintainer still needs to make public his decision.
