"Blocked" badge doesn't get assigned to recently blocked users

I've set a badge in user_badges' settings to be used for blocked users but when I go to block a user, no badge is assigned to him. If I return to the settings and hit "Save Roles" with nothing altered, the badge will be (correctly) added to all blocked users, including the one I recently blocked that didn't have it.
