Set Block for every Theme?

Issue Summary

It seems like I need to set the location of the Switch Them block for every theme. Is there a shortcut for this?

Hiya, the 'Block Region' module does this. (http://drupal.org/project/blockregion).

It allows you to automagically set blocks to appear 'consistently' across all applied themes.

It would be nice to have the feature because blockregion isn't ported to D7 yet.
