I dont' have enough skills to tell you more, i tried D7 on localhost and when i try to acces to advanced backup from this page :

>>>admin/content/backup_migrate

I have this error.

Exception: Drupal is not set up in Database::openConnection() (line 1500 of F:\_WWW\xampp\htdocs\drupal7A2\includes\database\database.inc).

Sounds like this is the same as: #689526: Advanced settings page not working

Reopen this if todays 7.x dev doesn't fix this.
