dww@Freddie: These messages are only displayed on admin pages. You've got something broken on your site if "non-admin authenticated users" are seeing these messages at all.
That said, this request is duplicate: #332796: Add permissions to the update.module to hide warnings

brianbatesd commentedThe Disable Messages module in #3 doesn't work for this because the Administrator role has a locked default permission of "Exclude from message filtering". The module is focused on customizing messages for the end user (i.e. Anonymous, editor roles, etc.)
Adding this feature was abandoned four years ago. If anyone is capable and interested in pursuing, see #332796: Add permissions to the update.module to hide warnings

itsnadeem commentedIf you want to stop the "available updates" emails and the update alert messaging then simply disable the update manager module from http://yourwebsite.com/admin/modules
