If the user has the "administer comments" permission, then they get the fasttoggle for comments even if the "moderate comments" permission for fasttogle is not set. The same happens for "moderate users". If they have the "administer users", then they get the fasttgole irrespective of the "moderate users" fasttoggle setting. It seems to me that these should be "AND" situations rather than "OR" situations. That is, it requires BOTH the "administer comments" and "moderate comments" permissions to get the fasttogle, and not either permission. I have users who I would like to moderate comments, but using a certain procedure and not using fasttogle.

nigelcunningham commentedIn admin/settings/fasttoggle, you can turn off fasttoggling for commenting and users. Is this not an option in your situation?
I don't think requiring both permissions is right - the current idea seems to be allowing overall administration of comments/users (which would include the ability to toggle their statuses), or just the toggling of statuses, and this is consistent with the rest of the permissions system.

Exactly what I wanted, thanks; I had the exact same situation as the OP.
On an unrelated matter, why in the world is "Allow user 1's account to be blocked using Fasttoggle." even an option? *boggle* Yipes! Is there some crazy use-case I'm not considering for it?

nigelcunningham commentedI agree, but just because I can't see a use case doesn't mean there isn't one, and there's at least one person who wants to be able to block user 1 (original discussion is at http://drupal.org/node/217253).
