I'm working on a new Zen subtheme (NEWZENTHEME), with my administrative theme set to GARLAND. For some reason, the block administer page gets displayed using NEWZENTHEME rather than GARLAND. All other pages are OK (my site themes display using NEWZENTHEME and all other admin pages display using GARLAND). I'm not sure if this is a bug, or if I made a typo or something when I was copying and editing the set of subtheme files.

It is normal behavior.
Some times region names varies for different themes, e.g. 'Left sidebar' (Garland) and 'First sidebar' (zen or zen-subtheme), So it allows the website designers/maintainers to put their customized content into a block, and place the block where they would like it (s/he can see the regions according to the selected theme in your case it is 'NEWZENTHEME', on 'admin/build/block' page).
