Add a form for users to select their theme. This will be very similar to the user/edit page, and will allow greater flexibility for users to choose from a list of available themes in a block or in other suitable places. This will also tie into #742584: Event: A new theme is chosen to help Rules refresh their current page, redirect them to another page, and/or whatever a site builder wishes to happen.
