For my web site I need to be able to categorise comments as well.
For instance, when someone puts a problem forward, request a decision, submit a complaint, other people reply to these posts with a comment.

If all these replies/comments could be categorised than it becomes much easier to track the development or flow of that topic:
complaint>forwarded to relevant person/team>put on meeting agenda > decision. etc.

It is still possible that despite an extensive search I overlooked an existing option to do this catgroising of comments.

If not, please consider this as a serious feature request.

I think this requires comments to be nodes, otherwise they can't be tagged. Unfortunately, there has been a lot of debate, but not much consensus on making drupal comments into nodes.

I may be wrong, though.

This indeed would be useful, and would support a user-based form of moderation. E.g. users posting comments to a node could for example tag their comment with agree/disagree and this could be tallied and displayed at the top of the comments by inserting the appropriate code. Of course moderation is just one example, and I think it would be useful to develop a generalised solution that is flexible to whatever uses people desire ;)
