When I set the permission for Bubbletimer, there's a place to check whether certain roles can "use any bubbletimer" or "use own bubbletimer." If I have permission to "use any bubbletimer," how do I get to a different user's timer?

I'm setting up a system where only certain roles can track time for all volunteers on a project.
