pgsql: install fails to create table

What Happened:
I installed premium and it claimed it was installed. However, all
pages had errors because the premium table wasn't created.

What I Expected:
One of the following:
1) table to be created.
2) I am notified of the failure to install and the module would not
be installed.
3) I wouldn't be allowed to try to install it.

Details:
The pgsql case was missing. Here is a patch for it.
