The theme has somehow altered the behavior of Ubercart's Shopping Cart block. The block's "Hide block if cart is empty." option is ignored for anonymous users, but not authenticated users. The block is always visible for anonymous users, but as soon as you log in it disappears.

The block behaves correctly with a default theme, such as Garland.
