Double revision when updating node

Hello,

I have workflow and rules installed. I have a rule to publish a node when state transition. I have "Create new revision" enabled on workflow settings (on q=admin/content/node-type/story, not a workflow module stuff).

Without rule, when I change the workflow, no revision created (correct behavior). But when rules is enabled, it creates two revisions (with the same content) instead of one.
