is there anyway to allow users to post their own custom user titles when they reach 500 points for example?

I'd have a look at userpoints http://drupal.org/project/userpoints for the 500 points thing.
http://drupal.org/project/user_badges could be a good starting point for the names, not sure how much user_badges covers though.
