The Admin menu bar allows for short-cuts but it does not place them under the corresponding menu like a normal menu structure. It would speed things up by organizing them according to the active menu.

I am not quite sure what you're suggesting here - and how does it relate to the Dashboard module?

It sounds like maybe you are talking about the Shortcut module instead... The Shortcut module essentially provides "bookmarks" (so you can add quick links to the shortcut bar for pages on the site you visit frequently). It's not really part of any kind of global menu structure.

ah ok wasn't sure thought it might be under Admin menu but didn't see anything on the list.

It would make better sense if the shortcuts were listed according to the related top level menu instead of just tossing them all in one place.

The shortcuts do not relate to menu items, they are quick links to any part of the administration area that can be accessed from anywhere in the site, as David_Rothstein says. So the shortcuts work as designed.
