It seems that class="active" is missing from administer LI when a tab other than the first is selected. For example, Click on administer, then click on access control. The administer sub-menu is still nice. Now click on the "roles" tab - the submenu loses its formatting. It appears the reason is that class="active" no longer is associated with the administer LI tag.
