Where to publish how-tos

Hi,
I am new to Drupal and while struggling with it I have figured out a few things that I thought I might like to write down and publish somewhere here to make things easier for others who encounter similar problems.
Where should I publish such materials?
It would be nice if there was a section "How-tos" where individual users could publish such articles. The section should arrange the articles in categories, be searchable, and posted articles should be editable by the original poster as well as associated with a threaded forum for feedback, comments, additional information from other users.

In the handbook
Anyone can add a handbook page. Just look for other docs that are similar or of the same topic. If you put it in the wrong place, it can always be moved. :)

Please clarify the procedure
Just so I get this right:
I guess that what I should do then is go to one of the sections that sound right under Handbooks, and then click "add child page" at the bottom of the page, which will bring me to the relevant form to fill in.
Can someone confirm?

For how-to's, site recipes is a good catch all, but if we actually get tutorials then I'll create a tutorial section in a heartbeat.
