I noticed that most Drupal themes don't use a lot of icons, it is all text based. I'm not sure if there is a reason for it.

The problem is that these icons are CC. We require them to be GPL.

Silk is fashionable these days, and is likely to change in the coming months or years. It is generally left to the administrator to replace the provided icon set with their preferred choice of icons, whether bought, copied or made. This is a fundamental choice, not Drupal's.

The Tango icons are licensed under the Creative Commons Attribution Share-Alike license. The palette is public domain, it can be used and distributed freely. Developers, feel free to ship it along with your application. The icon naming utilities are licensed under the GPL
