Your system or network configuration does not allow Drupal to access web pages, resulting in reduced functionality. This could be due to your webserver configuration or PHP settings, and should be resolved in order to download information about available updates, fetch aggregator feeds, sign in via OpenID, or use other network-dependent services.

It sounds like your host has disallowed outbound connections from your server. So now it cannot connect to drupal.org to check for updates, or connect to other web sites to download RSS feeds, etc.
If you aren't using any such features, your site should continue to work as expected. If you do use those features, you'll need to contact your hosting company and find out why they made those changes.

It seems to be a problem with the resolvers of the server. Please check the resolver and check if you can ping any drupal.org or not.

I had the error reported by the OP, and although the site was functioning perfectly, it just bugged me, as I had never seen it before in any other Drupal installation (have done dozens on dozens of different server configurations). It turned out that that the "resolv.conf" resolver configuration of the server was not configured properly! Thanks to your post from 5 years ago, I was able to solve the issue in 2015!
I'm also getting this
I'm seeing this too. The comments here helped me understand that what this means is that my Drupal installation thinks it cannot access the Drupal web site (I had thought from the error text that it meant it couldn't access itself). However, the server can and does connect to external web sites and the automatic installation of updates, etc, works. I know that there is a config uption to hide the message but I'd rather help find why my installation seems to believe it won't work so others can avoid the same puzzlement. How can I start to investigate this?
