Admin Can't Add Pictures to User Account

Hello,

I am having trouble adding user pictures to user accounts. If I am logged in as a user of a role who has permission to administer users, I cannot add pictures to any user accounts. Not even as User 1!

I can change my own user picture, but I cannot change the user picture of other accounts. I really need to be able to.

Whenever I choose a file, everything seems to work ok. But, when I save the user, I get two messages. The first one is in a red box and says: "field is required." The second is in a green box and says: "The image was resized to fit within the maximum allowed dimensions of 85x85 pixels." Also, the picture is not there. This only happens if I try to change the picture on an account other than my own, even if I am currently logged in as User 1.

Any ideas on what might cause this?
