I get a "PEAR is not installed correctly. See the README.txt file in the backup_migrate_files module directory for help."

However, pear is installed & using Archive_Tar-1.3.2.... is this version known to be a problem?

Sounds like a duplicate of #715470: Incorrect include path for Archive::Tar since it's the same error I get without the patch. With the patch, backup to S3 works for me.
