Some strings are not marked with the ubiquitous t(). The attached patch fixes what I could find.

This has been committed, and I tweaked the fr.pot a bit to correct some missing punctuation (like periods and colons, etc.). Knowing little about translations, is it standard practice to ship/keep translations that appear out of date (such as the Spanish one)? I also fixed the "Other)" string that got into both petition.pot and fr.pot.
