I am using Webform for 13 forms on a web site for work. We have the limit of submissions ever set because there is a cap on the number of applications we can accept. However, on two of the forms that reached the maximum (one was set for 40 and the other for 105), the form was still able to be filled out and submitted (bringing the totals to 41 and 111 respectively).

There is no "limit total number of submissions" option. There are only options to restrict the number of submissions *per user*. So my guess is if you set your limit to "105 submission ever", that means that each user can submit 105 times. See the feature request for what you really want over at #503264: Limit the total number of submissions. I'm marking this fixed as a support request, please continue any conversation over in the other issue.
