"Configuration" IA category has some stuff in it that has nothing to do with configuration

Issue Summary

The Drupal 7 IA has a top-level menu category called "Configuration". But several of the items in there really don't seem to belong... Testing, for example. (When I run Simpletests on my site, I don't see how I'm configuring it.) Contrib modules will add a lot more.

I think the main problem is that this page was originally intended to be a catch-all page for administrative items that didn't fit anywhere else in the IA... and the original name ("Configuration and Modules") made some sense for that. However, #580868: D7UX: The Modules page needs to be easier to find renamed it to "Configuration", which is nowhere near as generic. I think we might need a better name here.

Also, this page only shows URLs under admin/config, which doesn't make sense either if it's intended to be a catch-all page. It's possible that part might get solved by #596010: Make the entire 'management' menu included in the toolbar instead of slicing the menu for "admin/" paths., though.

Also note the original issue title of #591682: Categories below "Configuration" break APIs on rename/relocation and do not account for all possibilities......

This entire new IA caused nothing else than a major waste of developer time, and aforementioned issue explains in detail why it will horribly fail, sorry.

I guess we can rename it to "Stuff" , either way - I don't see a generic solution solving the problem, but rather creating a larger confusion for most of the items that do semantically completely fit. I do wish to add, that you are right Configuration, and Structure for that matter - are not perfect fits for their content, with that I do give you the challenge of finding something better without whirling down Drupal's genericness, which tends to cause utter confusion. It's the labels we found working best for their contents, given all the constraints of modules adding functionality.

I actually thought "Configuration and Modules" was pretty good, but we can't use that anymore since it would conflict with "Modules" (separating that out was a good change, just has this side effect).

"Configuration and Features" is the best I can come up with at the moment.
