Unable to drag-drop modules & missing tabs?

I am trying to move a few Drupal hosts from a virtualmin hosting environment to a cpanel/whm environment. I basically exported and imported the database with no problems, then tar'd the public_html folder retaining permissions and then unrtarred to the new cpanel host, updated owner and updated database connection info. I can access the site fine, and login to to the admin area. But when I go to "Blocks", I have no ability to drag-drop them around? The only errors in the apache error_log, are below but they do not seem to be relevant.

I also noticed then in a working site, I see tabs for "List" and "Add Block". But on the moved domain, with the drag-drop problem, there are no tabs, only text links for "List" and "Add Block"

Does anyone know what needs to be working/installed for this drag/drop ability, and maybe its related to the missing tabs?
