(sorry if this is repeated somewhere else).

I haven't seen the new admin menu, but I think it would be more friendly to have 'Enable/Disable this menu block' on the menu admin settings page instead of being forced to go to the block module.

It's a block. Blocks are configured through the block interface. As they can be assigned to different regions and different themes, and can have visibility restriction it would not work to have it on the menu settings page.
