Just a small UI issue.

Is it possible to move the menu from "admin > site configuration" into "admin > site building > [? regions | themes > THEME]"

The site configuration menu is always so crowded and this is definietly related to the site building.

Hmm.. I hadn't thought about it living in admin/build/themes... My only concern is that it might get lost there.

The building menu itself is fairly small usually. Just food for thought.
