Add panels edit link to the block edit page.

I found myself on the block edit page wanting to be on the panels edit page... so I made a patch. I apparently don't have access to CVS in the office yet so its a goofy git patch but hopefully it works.

PS - Only reason I didn't mark this as RTBC is I refuse to mark my own issues RTBC. :-D its solid and tested locally. Not to mention basically a trivial patch. (prepares to eat his words)
