I have set up a domain specific e-mail account me@mydomain.com and have successfully used it for e-mail between me@gmail.com and me@mydomain.com as a separate account on Outlook. So I know the e-mail service at mydomain.com where I am running Drupal 6 is functioning just fine. Outlook seems to be OK since it can send and receive from the mydomain.com e-mail address.

In the Contacts module I have listed me@mydomain.com as the only recipient.

On the contacts form at mydomain.com I ran two tests:

As an anonymous user if I list my email address as me@gmail.com the message is not delivered to the me@mydomain.com Outlook account.

As an anonymous user if I list my email address as me@myRegularOutlookAccount it is delivered via Outlook to me@mydomain.com. It works perfectly.

This is bizarre to say the least. Any ideas?

Call off the dogs. The e-mails were being sent properly by the Contact Module but the me@gmail.com was being caught in my Outlook Spam filter. Sorry for my small contribution to the destruction of Internet bandwidth.
