As displayed by this patch http://qa.drupal.org/pifr/test/45603 adding a new module will not trigger its tests to be run since the module information has not been parsed.

Since I forgot about this and already created patch on other issue I will mark this as duplicate. #879662: Use test.directory.review instead of module list.
