Survey bars do not render correctly

Description
When displaying results of a survey, the horizontal graphic bars extend all the way across the screen and beyond. (Noted in Firefox 1.5, works correctly in IE 6)

attached patch removes a 'fix' that actually seems to have broken poll rendering in most browsers. didn't test in IE -- but poll rendering was broken in all the below listed browsers before applying this patch. after the patch is applied, the problem is fixed in FF 2, FF 1.5, Opera, Safari, and IE 7 -- i think that covers most of the bases :)

Will look at this in a few days... if anyone else tests, please let me know results.
